Tracks?

OK, so there are train tracks ahead. And there are bicycles around. So am I supposed to swerve as I’m driving and not hit the bicyclists?

Or are bicyclists supposed to swerve all over the train tracks?

This is about the strangest sign I’ve seen. (Found it in Philadelphia)
