I saw this sign in Niagara Falls, Ontario (that’s Canada ya’ll!). I have no idea what this means. Roads freeze above zero? Roads freeze below zero? What exactly is going on here?
Niagara Falls is a beautiful sight, but this sign perplexes me.

The sign means that when the temperature is below zero Celsius (or below 32 degrees Fahrenheit), the roads can become icy.
